Strategy DC=START would have been resolved via a vendor-specific empirical fallback (Steps 3 / 4), but the active policy is Strict.
Steps 1 (vendor private decay datetime) and 2 (AcquisitionTime equals SeriesTime) reflect spec-clean reference-time information. Steps 3 / 4 extend the chain with per-vendor empirical formulas (Siemens / Philips AcquisitionTime + T_ave - FrameReferenceTime, GE AcquisitionTime - FrameReferenceTime). The formulas are derived from observed scanner behavior rather than a published DICOM-level specification, so DICOMReadPolicy::Strict refuses to apply them and raises this exception. Callers should either obtain spec-clean input (Steps 1 / 2) or supply timing externally (e.g. CLI –decay-time).
