Detailed Description
Radionuclide Total Dose (0018,1074) is implausible as Bq and would have been reinterpreted as MBq, but the active policy is Strict.
The DICOM standard prescribes Bq, but some scanners and post-processing pipelines store the value in MBq. The IBSI-SUV recommendation interprets values strictly between 0 and 1e4 as MBq and converts to Bq. In DICOMReadPolicy::Strict that conversion is refused and this exception is raised instead. The exception message contains the offending value.
